{"id":108836,"date":"2023-12-22T08:53:13","date_gmt":"2023-12-22T07:53:13","guid":{"rendered":"https:\/\/www.intersos.org\/?page_id=108836"},"modified":"2026-02-23T11:14:43","modified_gmt":"2026-02-23T10:14:43","slug":"rapporter-a-intersos","status":"publish","type":"page","link":"https:\/\/www.intersos.org\/fr\/transparence\/rapporter-a-intersos\/","title":{"rendered":"Rapporter \u00e0 INTERSOS"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">La proc\u00e9dure d&#8217;INTERSOS relative aux signalements internes de d\u00e9nonciation et enqu\u00eate (Whistleblowing) et aux enqu\u00eates a pour objectifs :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">donner \u00e0 tous les collaborateurs et employ\u00e9s la possibilit\u00e9 de soumettre des signalements ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">fournir des solutions aux probl\u00e8mes signal\u00e9s et recevoir des retours (feedback) sur les actions entreprises ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">rassurer tout le personnel sur la r\u00e9ponse qu\u2019ils peuvent attendre lorsqu\u2019ils soul\u00e8vent un probl\u00e8me ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">garantir \u00e0 tout le personnel qu\u2019ils seront prot\u00e9g\u00e9s contre d\u2019\u00e9ventuelles repr\u00e9sailles s\u2019ils r\u00e9v\u00e8lent un probl\u00e8me.<\/span><\/li>\n<\/ul>\n<h4><b>Les types de comportements \u00e0 signaler incluent :<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">un probl\u00e8me li\u00e9 \u00e0 la protection du personnel en violation du cadre r\u00e9glementaire relatif \u00e0 la protection et \u00e0 la sauvegarde du personnel. Cela inclut la prostitution ; tous les cas d&#8217;exploitation, d&#8217;abus et de harc\u00e8lement sexuels ; violence, abus, exploitation et harc\u00e8lement des enfants ; formes modernes d&#8217;esclavage ou traite d&#8217;\u00eatres humains ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">des irr\u00e9gularit\u00e9s financi\u00e8res, incluant fraude, corruption, vol, mauvaise gestion financi\u00e8re, utilisation non autoris\u00e9e de fonds, crimes informatiques, financement d&#8217;activit\u00e9s ou d&#8217;organisations terroristes ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">falsification de documents ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">mauvaise gestion grave d\u00e9coulant de comportements intentionnellement inappropri\u00e9s ou non \u00e9thiques (par exemple : consommation d\u2019alcool pendant les heures de travail) ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">non-respect des normes de s\u00e9curit\u00e9 ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">conduite illicite portant atteinte \u00e0 la r\u00e9putation d\u2019INTERSOS ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">actions dangereuses ou omissions cr\u00e9ant un risque pour la sant\u00e9, la s\u00e9curit\u00e9 ou l&#8217;environnement ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">activit\u00e9s ill\u00e9gales ou criminelles selon la l\u00e9gislation du pays o\u00f9 INTERSOS op\u00e8re ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">corruption, chantage ou extorsion ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">utilisation inappropri\u00e9e des biens d&#8217;INTERSOS (par exemple : pornographie, utilisation abusive de v\u00e9hicules et locaux, n\u00e9gligence) ou d\u00e9gradation des biens d&#8217;INTERSOS ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">divulgation non autoris\u00e9e d&#8217;informations confidentielles ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">conflits d\u2019int\u00e9r\u00eats non d\u00e9clar\u00e9s ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">dissimulation d\u00e9lib\u00e9r\u00e9e de l\u2019un des actes illicites mentionn\u00e9s ci-dessus.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Toutes les d\u00e9nonciations seront g\u00e9r\u00e9es de mani\u00e8re professionnelle et confidentielle, et INTERSOS r\u00e9pondra rapidement et efficacement \u00e0 toutes les questions soulev\u00e9es. Le d\u00e9nonciateur (lanceur d&#8217;alerte \/whistleblower) ou toute autre personne participant \u00e0 l&#8217;enqu\u00eate interne ne sera soumis \u00e0 aucune repr\u00e9saille. INTERSOS garantira la confidentialit\u00e9 de toutes les d\u00e9nonciations et prot\u00e9gera l&#8217;identit\u00e9 des d\u00e9nonciateurs (lanceurs d&#8217;alerte \/whistleblowers). INTERSOS encourage les\u00a0 d\u00e9nonciateurs (lanceurs d&#8217;alerte) \u00e0 s&#8217;identifier, mais ils sont libres de soumettre des signalements de mani\u00e8re anonyme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les signalements doivent \u00eatre soumis via le m\u00e9canisme de d\u00e9nonciation mis en place dans les Missions o\u00f9 INTERSOS op\u00e8re. Ce m\u00e9canisme comprend :<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">une adresse e-mail d\u00e9di\u00e9e ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">un num\u00e9ro de t\u00e9l\u00e9phone d\u00e9di\u00e9 ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">une bo\u00eete de d\u00e9p\u00f4t d\u00e9di\u00e9e aux plaintes ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">un personnel form\u00e9 et d\u00e9di\u00e9 \u00e0 recevoir les signalements oralement.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Les d\u00e9nonciateurs (lanceurs d&#8217;alerte) doivent soumettre leurs signalements \u00e0 la Mission \u00e0 laquelle ils appartiennent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Si, pour une raison quelconque, une personne ne peut ou ne souhaite pas suivre la proc\u00e9dure au sein de sa Mission, les signalements peuvent \u00eatre envoy\u00e9s :<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">via la <a href=\"https:\/\/intersos.knack.com\/intersos-complaints#whistleblowing\/\">plateforme d\u00e9di\u00e9e<\/a>.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">via WhatsApp au +39 3808970033 ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">par courrier \u00e0 l&#8217;attention de l&#8217;Internal Auditor, Intersos, Via Aniene 26, 00198 Rome, Italie ;<\/span><\/li>\n<\/ul>\n<h4><b>Lorsqu&#8217;un signalement concernant une conduite non conforme aux standards \u00e9thiques d&#8217;INTERSOS est re\u00e7u, l&#8217;Organisation proc\u00e9dera \u00e0 :<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00e9valuer le signalement de conduite inappropri\u00e9e ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">d\u00e9terminer si des entit\u00e9s externes, comme des donateurs ou des autorit\u00e9s locales, doivent \u00eatre inform\u00e9es ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">d\u00e9cider si et comment enqu\u00eater sur le signalement ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">nommer les membres de l&#8217;\u00e9quipe d&#8217;enqu\u00eate interne ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">informer le d\u00e9nonciateur ( lanceur d&#8217;alerte) dans les sept jours suivant la r\u00e9ception du signalement que celui-ci a \u00e9t\u00e9 re\u00e7u.<\/span><\/li>\n<\/ul>\n<h4><b>Les cas d&#8217;exploitation, d&#8217;abus ou de harc\u00e8lement sexuels, ou ceux impliquant des mineurs, seront imm\u00e9diatement signal\u00e9s et g\u00e9r\u00e9s par la Coordinatrice pour la salvaguardia a livello globale l (Global Safeguarding Coordinator), qui convoquera une r\u00e9union avec les Directeurs dans le but d\u2019\u00e9valuer les risques imm\u00e9diats pour la victime et de d\u00e9cider des actions \u00e0 entreprendre dans les 72 heures suivant la r\u00e9ception du signalement.<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Les proc\u00e9dures d\u2019INTERSOS sur la Pr\u00e9vention de l\u2019exploitation, des abus et du harc\u00e8lement sexuels et sur la Sauvegarde des enfants fournissent des instructions sp\u00e9cifiques concernant les protocoles \u00e0 suivre dans ces cas.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La
