CHAD
INTERSOS has
been present in Chad since 2004, responding
to the cross-border emergency of Darfur and resulting displacement
into Chad. Since early 2003 an estimated 200,000 Sudanese refugees,
mainly women, children and elders, fled across the border to eastern
Chad due to a rebellion that erupted
to protest alleged government neglect of the Darfur region of western
Sudan. The majority of the refugee population is composed of children,
women and elders. During the displacement from the original area,
the population suffered acts of violence and in some cases torture,
including rape. The situation has further increased the level of
vulnerability, especially among extremely vulnerable groups.
INTERSOS
acted on this emergency through the construction and management
of two camps in the South Eastern Region of Chad, in cooperation
with UNHCR. Apart from overall camp management, Intersos has also
been responsible for water supply and distribution system management
with the two camps; Goz Amer camp located in the Sub Prefecture
of Koukou Angarana, and the Djabal Camp located in the Prefecture
of Goz Beida. There are 20,000 Sudanese refugees in Goz Amer, with
an additional 18,000 refugees in the Dja bal
camp.
In addition, INTERSOS
is currently supporting IDPs fleeing the Sudan –Chadian border
In coordination with other humanitarian actors present in the field,
due to the further deterioration of security since March 2006.
The overall objective
of INTERSOS’
work in Chad is to provide for the wellbeing of the entire community
through the development of self-help processes among the refugee
community, and for appropriate assistance and protection to be equally
provided to the most vulnerable groups. INTERSOS
has focused its attention on a balanced approach to assistance in
the areas where we are working, by concentrating particularly on
water and sanitation for both Sudanese refugees in the camps
and also for local population in surrounding areas.
INTERS OS’
projects are not only an immediate response to the needs of the
population, but also are working toward long-term sustainable solutions
which can lead to the return of refugees to their villages of origin.
With the objective to prepare return, INTERSOS
has developed a joint strategy with UNHCR aimed at facilitating
return in safety and dignity through careful and detailed preparatory
work. Our staff is carrying out a deep analysis of the conditions
and characteristics of the refugees in Chad and of internally displaced
people in Sudan, concerning their present conditions, capacities
and geographic origin. At the same time, data collection and analysis
is also carried out in the villages of origin in order to assess
the conditions and absorption capacity in view of the return of
refugees and displaced people.

et réfugiés dans la Préfecture de Goz Beida
et la Sous Préfecture de Koukou Angarana.
5. Protection Project, funded by RET (Foundation
for the Refugee Education Trust) Project entitled: Protecting
vulnerable refugee youth in Djabal and Goz Amer camps to become
self-sustainable
