Position: Management Staff/Head of Mission
Job site: Kabul, Afghanistan
Duration: 6 months with possibility of extension, based on performance
Starting date: 17th of August
Report to: HQs Desk Officer/Director of Program Unit
Status: Collaborator/Full-time

Purpose/objectives:
The Head of Mission represents INTERSOS in the country/region and s/he is responsible for the overall planning, management and implementation of the country programme on the basis of defined strategies. S/he report to the HQs Desk Officer.
Responsibilities/duties:
-manage, develop and maintain relation with local authorities and institutions, donors’ representatives, beneficiaries’ representatives, other international organisations, NGOs and NGOs networks, Embassies, etc.
-implement INTERSOS strategies in the country
-monitor donors’ strategies and expected changes
-contribute to the definition of INTERSOS strategies
-promote, develop and elaborate new projects, new topics and sectors and new areas, etc.
-define the program/plan/evaluation of the activities and manage relations with donors and local stakeholders
-define communication/information flow, organisational processes and coordination with other offices, among Program/Project Managers, between project teams, between staff in the field and in the HQs, etc.
-supervise and evaluate the monthly activity work plan for all projects and offices in the country of assignment
-together with the Program/Project Managers, define strategies, methodologies, approaches and the main operational processes of the projects and contribute to definition of roles, functions and competences of the Project Managers and the teams (who does what and with what autonomy of responsibility and decision)
-supervise, monitor and assess the projects implementation phases, including through field visit to the activities sites
-take responsibility for the implementation and respect of all management procedures foreseen by INTERSOS and by donors
-supervise, control and assess the economic-financial management of the projects and offices in the country of assignment and ensure the respect of all procedures concerning the monthly economic-financial planning of each individual project and office in the country of assignment and the interim and final financial reporting for the projects
-manage, motivate, orientate and support the Program/Project Managers, all the management staff and the operational teams; supervise all relations and communications promoting staff motivation and cohesion
-supervise, support and evaluate the performance of Program/ Project Managers and report to the Desk Officer at HQs
Requirements:
-Master’s degree in law, political science, international relations or other relevant fields;
-At least five years of relevant professional experience in a management position with an international organizations in humanitarian programmes;
-Experience in post emergency and post recovery programmes;
-Experience in legal protection and assistance, and community-based programmes;
-Demonstrated skills in teambuilding and partnership;
-Demonstrated direct programme management and supervisory skills;
-Ability to be creative, flexible, innovative and take the initiative;
-Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
-Ability to work to tight deadlines, with minimal supervision; ability to work under-pressure and to respect deadlines;
-Political and cultural awareness and experience of working in insecure environments;
-Proficiency in English; knowledge of any of the local languages Pashto, Dari, Urdu would be an asset;
-Excellent drafting skills;
-IT literacy, especially with regards to MS Office and Excel;
-Interpersonal relationship skills and willingness to learn.
